APPLICATION: EVALUATING AND CREATING POLICY BRIEFS
A policy brief is an important tool in the policymaker’s toolkit. It is a short document outlining a public policy problem and the rationale for choosing a particular solution. The goals of a brief are to educate, persuade, and motivate a target audience. As an education leader, you will need to evaluate briefs written by others. To advance education policy initiatives, you will need to create briefs based on original research or the research of others.
To prepare for this Assignment, select a policy brief posted on one of the sites referenced in Modules 1 or 6. You will also need to identify a popular education initiative such as “Common Core Curriculum” or “Race to the Top” about which you have strong feelings (for or against). Review the recommendations for policy brief development on the “how-to” websites cited in the required readings.
Assignment instructions
The assignment consists of three sections.
Section I: Evaluating a policy brief
Use the “Policy Brief Checklist” which you can find in this module’s Learning Resources to evaluate the brief that you selected. Rate the content and style on the left-hand side of the form. Provide comments and suggestions on the right side. Save the brief and attach it to the completed checklist for submission to the Instructor at the end of the module.
Section II: Creating an original policy brief (3–5 pages)
Write a 3- to 5-page policy brief advocating for or against an education policy initiative. The brief should follow accepted guidelines and include the following components:
Title
Goal
Audience
“Hook”
Background information
Evidence (data)
Recommendations
Section III: Critical reflection (2 pages)
Write a short narrative summarizing what you learned from Sections I and II of this Assignment. What changes would you make to prepare the same brief for a different target audience? Provide an example. What were the biggest challenges for you in serving as an advocate for or against the education policy initiative that you chose?
BY DAY 7 OF WEEK 11
Submit the three sections of the Assignment to the Instructor for grading.
